The decision was made in response to the requirement of the National Council (issued to Zeonbud back on July 17, 2014), to decode the digital terrestrial television signal within a month and ensure compliance with the licensing conditions of the TV channels for the distribution of programs in the open form. Zeonbud was unable to meet the requirements of the National Council within the specified time frame and was granted a two-week extension to rectify the violation.

In turn, Zeonbud is not entitled to decode the signal from the satellite, which broadcasts not only to Ukraine but also beyond its borders, as this would violate the copyright and related rights to the content it has acquired. Therefore, Zeonbud requests that the National Council postpone the full implementation of the requirement until January 1, 2015.

Recall that at present, Zeonbud provides access to view 32 TV channels.
