Italy's communications regulator, Agcom, has approved revised guidelines regarding the prominence of audiovisual and radio "services of general interest" (SIG). These updated guidelines replace the 2024 framework and establish how public-interest TV and radio should be prominently featured across modern user interfaces. The goal is to ensure that SIG content is easily accessible on all relevant devices and UIs, including connected TVs, set-top boxes, dongles, and box sets.
Beyond the established, standardized DTT access icon, home screens must now feature a dedicated rail containing icons for the five national online SIG providers: RAI, RTI/Mediaset, La7, Sky Italia and Warner Bros. Discovery Italia. In addition, there will be a “Local TV” icon, a “Nationals” icon for other national SIGs, and a “Radio” icon granting access to radio SIGs available on TV screens.
The guidelines also extend to radio services in vehicles. All analogue and digital broadcast radio services are now included in the SIG basket for car radios and infotainment systems. This decision acknowledges radio’s universal, free-to-air role, especially highlighting its importance in emergency situations. According to Agcom, while SIG prominence is mandatory, users will retain the ability to customize their interfaces, in accordance with the European Media Freedom Act.
The update supersedes Resolution 390/24/CONS (October 2024) and builds upon the 2024 DTT icon rules established in Resolution 259/24/CONS. Agcom conducted consultations on the revisions throughout 2025 before finalizing the decision this week. As stated by Agcom, the aim is to "ensure SIG visibility on all relevant devices".
