On February 21, the Verkhovna Rada supported a request from People's Deputy Mykola Zadorozhny to the President of Ukraine to introduce a moratorium on the encoding of satellite television signals of Ukrainian TV channels. The initiator of the request, Mykola Zadorozhny, was elected from the Servant of the People party in district No. 162 in the Sumy region. According to the regulations, the request of a People's Deputy to the President must first be supported by at least 150 votes, and then a vote must be taken to send the request to the President with at least 226 votes. 210 People's Deputies voted in favor of supporting Mykola Zadorozhny's request to introduce a moratorium on the encoding of channels on the satellite. 255 People's Deputies voted to send the request to the President of Ukraine: Servant of the People - 184, Opposition Platform - For Life - 7, European Solidarity - 16, Batkivshchyna - 13, For the Future - 7, non-factional - 12, Golos - 14, Dovira - 2. The Chairman of the Verkhovna Rada Committee on Humanitarian and Information Policy, President of 1+1 media, Oleksandr Tkachenko, did not vote to send the request. However, the Vice-Speaker of the Verkhovna Rada, the wife of one of the top managers of the StarLightMedia holding, Olena Kondratyuk, voted “for”. Recall that four major media groups - StarLightMedia, 1 + 1 media, Media Group Ukraine and Inter Media Group - encoded the signal of their 22 channels on the satellite on the night of January 28-29.
